Conclusion

While this isn't required, it would be a good idea to read Mark Pilgrim's Dive into Accessibility. It describes how various accessibility issues affect people with disabilities. It also describes methods to avoid such problems. Joe Clark's Building Accessible Websites is also recommended.

You might have noticed that this style guide never discussed how to edit a style sheet or how to create a new style. This is something your web administrator will do for you. If you'd like to learn about it, a good place to start would be Jeffrey Zeldman's web site A List Apart. His book Designing With Web Standards and the books by Eric Meyer on Cascading Style Sheets are among the best on the subject.
